Canal towpath

Leeds has a canal, and that canal has a towpath. It runs conveniently from the centre out along the Aire valley to Shipley and beyond, and southwards towards the Trans-Pennine trial. It is very popular, particularly in the summer. The section from Kirkstall to Armley is tarmaced; that from Armley to the centre is currently being tarmaced. The rest of it varies from rough crushed stone to bare mud. Potholes and large puddles are common. Cycling along it after rain gets you spattered, and you need a mountain bike to 'enjoy' the surface. Not really the core commuter route it should be. This needs to change. Everything is in place, we just need money = tarmac = much better.
